With the new proposed text, the verb "apply" no longer fits. No one can "use" all information systems in health care. I think "explain" and "critically evaluate" is correct.

In the sub-goals, the verb "apply" is only used in relation to the "principles of appropriate documentation and health data management". "Critically reflect" also refers only to "ways of supporting patients and the public through information systems in health care".
